Annual Report 2025: Building Pathways to Survivor Agency

In 2025, The Center for Survivor Agency and Justice (CSAJ) responded to escalating challenges facing survivors of domestic violence, including reduced access to essential services, rising coerced debt, and widening economic instability.

This year’s report highlights CSAJ’s approach to addressing these systemic barriers through a combination of direct support, field-building, research, and policy advocacy. Across nine states, we advanced strategies to combat coerced debt, equipped attorneys and advocates with data-driven tools, and worked alongside survivors to strengthen pathways to economic security and safety.

The report also introduces a new storytelling approach, developed in partnership with illustrator Vanessa Lovegrove, to depict the structural barriers survivors face and the collective efforts required to overcome them.

Together, this work reflects CSAJ’s continued commitment to advancing survivor agency and driving systemic change.
